Basic requirements for road photo and video radars are approved

From July 1, cameras will be installed near pedestrian crossings, schools and in accident-prone areas.

The Cabinet of Ministers approved the procedure for installing road cameras to record traffic violations, as well as the main requirements for them. The document was published on Lex.uz.

From July 1, 2024, it is planned to gradually begin installing automated photo and video recording systems under the auspices of the Safe Street Foundation in the following places:
near general education institutions;
near pedestrian crossings on roads with 4 or more lanes;
before railway crossings;
in places where traffic accidents often occur (more than 3 times a year).
The exact locations for installing cameras will be determined by the Road Safety Service of the Ministry of Internal Affairs. The Ministry of Transport has been instructed to prepare a list of places with a high accident risk within two months.

The systems must be installed and used in agreement with the Safe City Center, as well as with Uzbektelecom and local improvement departments. When installing them, it is necessary to comply with a number of requirements.

Thus, the complex must be equipped with an autonomous power supply system with a service life of up to 8 hours in case of power supply interruptions. In addition, a storage device is required to store information for 48 hours in the absence of communication.

The equipment used must simultaneously recognize license plates of cars traveling on a road of 3 or more lanes at a speed of 5 to 250 km / h. In addition, recognition of at least 95% of numbers at night is mandatory.

Information on violations will be sent to the Administrative Practice module. Photo recording files must be stored in the system for at least two years, video files - for 90 days.

In addition to photos and videos with evidence of the violation, the address and GPS coordinates, the exact time of recording and the speed of the vehicle must be sent to the Ministry of Internal Affairs system. The requirements for the information security of the complexes are separately stipulated.
