Organizers of mass events are required to install special equipment to eliminate emergencies and man-made accidents
The Cabinet of Ministers has adopted a resolution "On measures to ensure the safety of citizens, ensure public order and prevent emergencies during mass events".The document amends the rules for holding mass events. From now on, the working group must inspect the site of the mass event not only depending on weather conditions, but also forecasts of the occurrence of hazardous natural phenomena and man-made accidents.
Now the organizer is obliged to ensure the availability of technical and special means to eliminate emergency situations associated with hazardous natural phenomena and man-made accidents. The organizer must also take measures to prevent emergencies, and in the presence of such threats, create conditions for the effective evacuation of citizens.
In turn, visitors to mass events in emergency situations are obliged to comply with the legal requirements of the administration of the venue, internal affairs agencies, the National Guard, and the Ministry of Emergency Situations for evacuation.
The administration of the site of the mass event is obliged to:
— inform participants about the evacuation procedure and evacuation routes via the local radio broadcast network;
— develop an appropriate text of the appeal to prevent panic, prevent obstruction of evacuation in emergency situations and ensure its dissemination to citizens in the event of such situations. The internal affairs agencies and the National Guard are obliged to install physical barriers that impede the movement of vehicles near the site of the mass event and at the entrance to it.
