The Main Security Directorate of the National Guard was transformed and returned to the jurisdiction of the Ministry of Internal Affairs

The Main Directorate of Security of the National Guard was transformed into the Department of Security and transferred to the system of the Ministry of Internal Affairs, where it was located until 2019. Kobil Shodibekov was appointed its temporary leader. Particularly important facilities will be equipped with anti-drone capabilities.

The Main Security Directorate of the National Guard of Uzbekistan was transformed into the Security Department and transferred to the jurisdiction of the Ministry of Internal Affairs. This is stated in the presidential decree dated November 28.

By order of the head of state, Colonel Kobil Adilovich Shodibekov was appointed acting head of the Security Department under the Ministry of Internal Affairs. Previously, he worked as the head of the Tashkent Security Department.

  • The department, based on the principle of “Quality, trust, safety,” will perform the following tasks:
  • on a contractual basis, ensure the protection of state, especially important, categorized and other objects, as well as the property of individuals and legal entities, educational institutions, trade, service and construction facilities using modern methods;
  • participate in ensuring public safety in public places and provide security and patrol services to maintain public order to individuals and legal entities;
  • ensure internal regimes and control at protected facilities, as well as organize measures to prevent offenses and prevent crimes;
  • provide assistance to internal affairs bodies in ensuring public safety, preventing offenses and combating crime;

develop a unified technical security system and widely introduce information, communication and artificial intelligence technologies into the activities of security services.

The Security Department is granted the right to maintain technical means and security systems installed at facilities under its protection. It is also stipulated that CCTV cameras of such facilities will be integrated into the information systems of the Department in agreement with the administration of the facilities.

Alarm messages received from protected objects and apartments will be simultaneously sent to the unified operational control centers of the internal affairs bodies, to the tablets of prevention inspectors and patrol units of the corresponding territory.

To increase the efficiency of local work in mahallas with a crime situation, the position of a security service inspector will be introduced. It will be part of the structure of makhalla law enforcement centers and will participate in ensuring public safety.

Security and patrol units of the department will be organized in crime-prone zones, at tourist sites and in places of public recreation. They will be financed from local budgets.

From January 1, 2026, at protected facilities - banks, large manufacturing enterprises, khokimiyats and others - technical means will be installed for personal recognition at entry and exit.

The facilities will purchase these devices at their own expense. The systems will be integrated with the information databases of the state institution “Safe City System Development Center” of the Ministry of Internal Affairs.

Ministries, departments and other organizations with particularly important and categorized facilities are instructed to gradually equip protected facilities with unmanned aerial vehicles and counter-drone means until the end of 2026.

The resolution provides for the introduction of the “Safe Education” concept, which provides for ensuring the safety of public and private educational institutions on a contractual basis. The draft program of measures in this area for 2026–2027 has been instructed to be submitted to the Cabinet of Ministers within a month.

Let us recall that in July 2019, the Main Security Directorate from the Ministry of Internal Affairs was transferred to the National Guard.
